Salvatore M. DeBunda, a Partner in Archer’s Philadelphia office, was recently appointed by Pennsylvania Governor Tom Wolf as a member of the State Horse Racing Commission (“Commission”). The Commission was formed as a result of newly signed legislation by Governor Wolf, which called for the creation of a single entity, to be called the State Horse Racing Commission that will provide oversight to the state’s horse racing industry. The legislation, known as Act 6, dissolves Pennsylvania’s separate horse and harness racing commissions. The objectives of the new law are to strengthen the integrity of horse and harness racing in the Commonwealth, and put in place a financial model that will allow for the long-term viability of the State Racing Fund.
The new nine-member commission is composed of five members appointed by the Governor, and four members appointed by each of the four legislative caucuses. Mr. DeBunda was appointed to the Commission as a result of his position as President of the Pennsylvania Thoroughbred Horsemen’s Association, which is an organization that represents trainers and owners at Philadelphia Park in Bensalem, PA. Mr. DeBunda also serves as Vice President of the National Thoroughbred Horsemen’s Association, and is also a member of the Board of Directors and Chairman of the Philly Pops.
Mr. DeBunda has a diverse practice that spans a number of industries. He represents many of the firm’s corporate, healthcare and media clients, as well as significant private and family-owned companies, non-profit organizations, and certain horse ownership, racing interest and trade associations. In addition to serving as President of the Pennsylvania Thoroughbred Horsemen’s Association, he also serves as the Association’s counsel and was the primary drafter of the horsemen’s sections of the Pennsylvania Slot Bill, signed in July, 2004.
In 1992, Sal founded a television show called, “Let’s Go Racing.” He is currently Executive Producer of the program, which appears weekly on Comcast Sportsnet, a cable television channel serving the Delaware Valley Region.
