Overview
Juliana focuses on healthcare regulatory compliance, administrative law, and government enforcement matters. She has deep experience from her work across multiple federal agencies and a background rooted in both public service and private sector legal work, giving her deep insight into the complex legal and regulatory frameworks governing healthcare providers, payors, and plans.
Prior to joining Archer, Juliana served as an attorney with the U.S. Department of Health and Human Services (HHS), Departmental Appeals Board – Civil Remedies Division. There, she supported Administrative Law Judges in conducting a wide range of healthcare-related cases, including nursing home survey deficiencies, civil monetary penalties, provider and supplier enrollment disputes, and exclusions imposed by the HHS Office of Inspector General. Her work included drafting decisions, analyzing complex regulatory issues, and managing communications throughout the administrative appeals process.
Before her tenure at HHS, Juliana was an Employee Benefits Investigator with the U.S. Department of Labor’s Employee Benefits Security Administration (EBSA), where she conducted investigations into employee benefit plans and service providers under the Employee Retirement Income Security Act (ERISA). Her responsibilities included forensic review of plan operations, application of federal law and regulations, and preparation of detailed investigative reports.
Juliana gained diverse legal experience early in her career. As a legal extern at the University of Oregon’s Office of the General Counsel, she supported various campus departments with legal analysis and advisory work. She also contributed to contract development and policy research as a legal intern at the Energy Trust of Oregon. Juliana was a judicial intern with the U.S. District Court for the Northern District of Illinois, where she worked under the Honorable Judge Sharon Johnson Coleman. Additionally, she held a legal internship at Nike Inc.
