Technical Specialist
Overview
Frank is a Technical Specialist at Archer, where he advises on legal matters involving environmental issues. With nearly 40 years of experience, he spent a significant portion of his career at Exxon Mobil Corporation in multiple roles involving chemistry, risk assessment, industrial hygiene, and project and business management. For the last fifteen years of his time at ExxonMobil, he led strategic project direction for several of the largest, most complex remediation projects at the Corporation. This spanned the US and internationally, and specifically entailed litigation support (deposition/trial), senior regulatory interfacing (compliance, natural resources damages, etc), technical oversight (e.g. as the global Sediment Issue Manager, Superfund Manager) and third-party negotiation (claims/settlements). For the first five years of his career, Frank was employed by the U.S. Environmental Protection Agency Region II as a Quality Assurance Officer.
Frank plays a critical role in explaining complex technical arguments in clear, actionable terms for clients. He supports clients in navigating the intersection of law, science, and regulation, always striving to deliver practical and cost-effective solutions for even the most challenging environmental issues.
Because his expertise spans site remediation, environmental compliance, and cost management/recovery, Frank is particularly skilled in overcoming real-world obstacles related to project progression and remedial action. Frank has successfully developed and implemented optimal solutions for multi-party investigatory and remedial projects, often collaborating directly with regulators to devise effective strategies for site investigations and cleanups. He has extensive experience in matters involving federal advocacy and enforcement, natural resource damage, and cost recovery claims under federal laws, including CERCLA and RCRA. Additionally, Frank has worked extensively in the management and remediation of contaminated sediment sites, developing and evaluating sediment remediation projects, and providing technical guidance on large, multi-stakeholder projects. His deep understanding of industrial operations and the state-of-the-art in environmental technologies has been invaluable in evaluating site-specific feasibility and in developing remediation strategies.
