Debra S. Rosen

Debra concentrates her practice in the area of complex environmental and toxic tort litigation, with a special emphasis on the defense of complex, multiparty groundwater contamination cases involving claims under the New Jersey Spill Act and CERCLA for cost recovery, as well as private party litigation seeking recovery for both property damage and serious personal injury. Debra has significant experience in other litigation matters, including products liability and chemical workplace exposure cases. She represents clients in both state and federal courts in jurisdictions throughout the United States.

Debra also assists clients with due diligence and compliance assessments where  transactions involve the purchase of property or the redevelopment of brownfields. Specifically, Debra counsels clients on environmental compliance issues with a focus on Underground Storage Tank regulations and Industrial Site Recovery Act (ISRA) requirements and is well-versed in the Site Remediation Reform Act, the ARRCS regulations and the Licensed Site Remediation Professional program. She works hand-in-hand with consultants and in-house client technical and engineering managers on the procurement of federal, state and local environmental and land use permits, including NPDES/stormwater, Clean Air Act and other required permits. She regularly represents clients in compliance and enforcement matters brought by Departments of Environmental Protection, and has also represented clients in matters involving emerging contaminants, including PFAS chemicals and 1,4 dioxane.

Debra serves as Co-Chair of Archer’s Personnel Committee and is a member of the firm’s Diversity Committee. She is also a founding member and Co-Chair for the Archer & Greiner Women Lawyer’s Network.
