'Protected Areas': Navigating ICE Interactions in Healthcare Settings
In an opinion piece for Chief Healthcare Executive, Eric Yun and Shloka Joshi examine how ICE enforcement has shifted in recent months and what those changes mean for healthcare institutions. Recent changes in federal immigration policy have raised new concerns for healthcare providers regarding Immigration and Customs Enforcement (ICE) activity in facilities traditionally considered “protected areas.” While prior DHS guidance limited ICE enforcement in hospitals and similar settings, that guidance was rescinded in January 2025, creating uncertainty for healthcare systems nationwide.

On February 26, 2026, Columbia University announced, and various media outlets reported, that a Columbia student had been detained by U.S. Immigration and Customs Enforcement (ICE) agents that morning. While there have been many reports of ICE detaining international students over the past year, this incident is notable for how ICE personnel are alleged to have carried out the detention: By holding themselves out not as ICE agents but as New York Police Department officers looking for a missing child, in order to gain entrance into the Columbia dormitory where the student lived.

New H-1B Application Fee Requirement Announced
On Friday, September 19, 2025, President Donald Trump issued a Presidential Proclamation that set forth new conditions and restrictions on the admission of workers on H-1B visas into the United States. The most immediate effect of this Proclamation is to require the payment of a $100,000 fee for H-1B visa applications. While some of the language of the Proclamation is open-ended, it is critical to note that this fee, as stated, applies only to new applications for prospective workers who are currently outside the country. Thus, the Proclamation does not apply to those:

The case in which a three-judge panel affirmed Bucks County's summary judgment win is detailed in the July 11 Law360 article, “3rd Circ. Upholds Pa. County's Win In FMLA Suit.” Donald Jacobs sued the County of Bucks, its Chief Operating Officer, and its Solicitor, under the Family and Medical Leave Act (“FMLA”), 42 U.S.C. § 1983, and Pennsylvania’s Whistleblower Law. Bucks County and two of its employees were sued by Donald Jacobs, the county's former chief information officer, over his firing.

Eric Yun Elected to Board of Magee Rehabilitation Hospital Foundation
The Magee Rehabilitation Hospital Foundation has elected Archer partner Eric I. Yun to its Board of Trustees. Magee is a physical and cognitive rehabilitation hospital providing inpatient and outpatient services to individuals recovering from traumatic injuries or illness. Magee's main hospital, with 83 private inpatient suites, is located in Center City Philadelphia.
