The NJ Insider article, “NJCBA Comes Out in Full Support of Senator Ruiz’s Legislation to Prohibit the Production or Sale of Delta-8 in New Jersey,” discusses the risk of delta-8 tetrahydrocannabinol (delta-8), an unregulated and untested cannabis product being sold in convenience stores and gas stations across New Jersey. The New Jersey Cannabusiness Associations' (NJCBA) leadership recently came out in favor of legislation looking to prohibit the sale of products containing delta-8. The article references NJCBA members who purchased delta-8 branded products across the state and brought them to laboratories for testing. The tests showed the product’s chemical makeup did not match that of the label, and they indicated levels of THC that are not safe for children.

A lot has changed in the last year regarding the cannabis industry, which is discussed in the Asbury Park Press article, "NJ legal weed: What we've learned, one year after recreational marijuana sales began," April 21 represented one year since the first recreational marijuana sales occurred in New Jersey, after nearly a decade of activism in the Garden State. Experts predict that the New Jersey cannabis industry might top $3 billion within a few years. It's not a surprising estimation, with nearly $555 million sold last year, including nearly $329 million in recreational sales. All the while, the New Jersey Cannabis Regulatory Commission (CRC) has been issuing licenses.

In the NJ.com article, "Time to Disband N.J. Commission Regulating Weed," one NJ Senator expressed his feeling that the New Jersey Cannabis Regulatory Commission is "extremely ineffective" and "lacks transparency." Saying there needs to be more accountability, he intends to draft legislation to place the responsibilities of regulating the cannabis market in the state inside a cabinet-level state department, such as Treasury or Health. The New Jersey Cannabis Regulatory Commission establishes and enforces the rules and regulations governing the licensing, cultivation, testing, selling, and purchasing of cannabis in the state.

Bill Caruso Testified at Senate Judiciary Committee Hearing on NJ Cannabis Implementation
Archer partner Bill Caruso testified as an invited guest for the Senate Judiciary Committee Hearing on NJ Cannabis implementation, held on June 23, 2023. Along with serving as Chair of Archer's Cannabis Practice, Bill is General Counsel for the New Jersey CannaBusiness Association (NJCBA), whose mission is to promote jobs and growth in a sustainable and responsible cannabis industry. The Senate Judiciary Committee held the hearing where industry leaders, experts, and social justice groups discussed issues related to the state's implementation of the recreational cannabis law, the New Jersey Cannabis Regulatory Commission's approval process for cannabis licenses, and concerns with the lack of diversity in the cannabis marketplace.

Bill Caruso recently appeared on NJTV's nightly news program NJ Spotlight News. Bill was interviewed as part of a news report discussing Delta-8, a THC compound, and why NJ lawmakers are hurrying to ban Delta-8 products. Delta-8 is unregulated and can be purchased at gas stations and convenience stores, prompting concerns about its accessibility to children. Delta-8 is a psychoactive chemical that can produce a high, but doesn’t give the same effects as cannabis products derived from Delta-9, which is regulated.

Bill Caruso to Moderate CCSNJ Cannabis Workshop - Cannabis in South Jersey: Part Two
Bill Caruso, chair of Archer's Cannabis Group, will serve as moderator for the Chamber of Commerce Southern New Jersey's (CCSNJ) half-day Cannabis Workshop, titled "Cannabis in South Jersey: Part Two." The program will consist of three panel discussions including a mixture of local municipal leaders supportive of the cannabis industry, conversations on the obstacles cannabis business owners and cultivators are facing, as well as a regulatory/legislative panel with statewide cannabis experts.
