James A. Boyd Jr. Joins Archer

Archer is pleased to announce that James A. Boyd Jr. has joined the firm as a partner in the Alternative & Renewable Energy Group where he counsels clients on a variety of alternative and renewable energy projects, including, among others, offshore wind energy development, electric vehicle infrastructure, energy storage, solar energy generation, energy transmission and interconnection, and utility filings, in addition to the land use and permitting aspects of energy project development.

Boyd also counsels clients on legislative matters and governmental relations and provides guidance as to maximizing the opportunities and benefits that renewable energy projects can provide.

Prior to joining Archer, Boyd served as the lead attorney for the New Jersey Board of Public Utilities ("the Board"), appointed to execute all rulemaking and administrative procedure matters, including the Offshore Wind OREC Funding Mechanism, the New Jersey Community Solar Pilot Program, and many other landmark New Jersey energy regulations and initiatives. Notably, Boyd is acknowledged as a contributor on the 2019 New Jersey Energy Master Plan. During his years at the Board, Boyd managed teams of subject matter experts to promulgate new rules, amend existing rules, and coordinate stakeholder processes. In addition, he advised the Board President and Commissioners on procedural and substantive decisions regarding rulemaking, as well as served as a conduit on behalf of the Board with the Governor’s Office and the Office of Administrative Law to advance the Administration’s regulatory objectives.
