Four Associates Promoted to Partner

Attorneys Clint B. Allen, Phil Cha, Jerrold S. Kulback and Alexander Nemiroff have been named Partners of the law firm of Archer, P.C., firm officials announced today.
The four new Partners, all based in Archer’s Haddonfield, N.J., office, represent a diverse base of clients in a variety of practice areas.
“We are proud to promote these four outstanding lawyers to Partner as Archer builds on its long history of excellence in service to clients, the Bar and the community,” said Gary J. Lesneski, President of Archer and Chair of the firm’s Labor & Employment Department.
CLINT B. ALLEN is a member of the firm’s Real Estate Services Department, concentrating his practice in the area of land use law and environmental permitting/ regulatory compliance in both New Jersey and Pennsylvania. Admitted to practice in New Jersey and Pennsylvania, he is a member of the Gloucester County Bar Association, Camden County Bar Association, Moe Levine Trial Advocacy Honor Society and Phi Delta Phi (Harrington Inn).
A significant portion of Allen’s practice is devoted to obtaining permits, approvals and certifications from local planning boards and zoning boards, county boards, and special regional and state agencies. Additionally, he has extensive experience in representing parties before federal, special regional and state agencies such as the New Jersey Department of Environmental Protection and the U.S. Environmental Protection Agency regarding air, water and hazardous waste/hazardous substances shipping/handling enforcement matters. He lives in Woolwich, N.J.
PHIL CHA is a member of Archer’s Litigation Department, where he concentrates his practice in environmental and government litigation, regulatory practice and transactional matters related to remediation/development of contaminated properties, toxic torts and product liability actions. Admitted to practice in New Jersey, Pennsylvania and U.S. District Court for the District of New Jersey, Cha is a member of Archer’s Diversity Committee, the Asian American Bar Associations of the Delaware Valley and New Jersey, and the Bar Associations of New Jersey, Camden County and Burlington County.
He has extensive experience and has been lead counsel in representing major corporate clients in matters involving natural resource damages, MTBE contamination, cost recovery actions, contribution actions, toxic torts, and leaking underground storage tanks. Cha also advises clients on regulatory compliance, as well as represents clients in the remediation, sale and development of contaminated properties. He lives in Moorestown, N.J.
JERROLD S. KULBACK is a member of the Debtor-Creditor Group, focusing his practice on insolvency law, corporate debt restructuring, bankruptcy litigation and commercial foreclosures. He represents all constituencies in Chapter 7, 11 and 13, including, debtors, official committees, unsecured creditors, secured creditors, trustees, asset purchasers, landlords, equipment lessors, reclamation creditors, insurance companies and equity security holders.
Kulback is admitted to practice in New Jersey and Pennsylvania. He is a member of New Jersey Bar Association, Camden County Bar Association (Debtor/Creditor Committee), Turnaround Management Association and Bankruptcy Inn of Court. He lives in Glassboro, N.J.
ALEXANDER NEMIROFF is a member of Archer’s Labor and Employment Services Department, where he concentrates his practice in the area of labor and employment law. Nemiroff is admitted to practice in New Jersey, Maryland, District of Columbia, Virginia, Pennsylvania, New York and U.S. District Courts (New Jersey, Maryland, District of Columbia, Eastern and Western Districts of Virginia, Eastern District of Pennsylvania, Middle District of Pennsylvania, Southern and Eastern Districts of New York). He is a member of the New Jersey Bar Association, Philadelphia Bar Association, Camden County Bar Association, and the Montgomery County Bar Association, where he served as Co-Chair of the Employment Law Section in 2000-2001 and 2002-2003.
Nemiroff litigates a wide variety of cases before federal and state courts and administrative agencies, including employment discrimination, wrongful discharge, wage and hour law, and other matters. He has extensive experience in cases involving employment agreements, non-compete issues, trade secrets and related matters. He lives in Voorhees, N.J.
