Craig has a diverse practice focused on public finance, project development, and business counseling matters. Craig has served as bond counsel, trustee’s counsel and underwriter’s counsel in connection with numerous financings completed by municipalities, counties, school districts, public agencies and authorities throughout New Jersey. He has extensive experience in structuring, coordinating and implementing transactions relating to the issuance of tax-exempt/taxable debt, including general obligation bonds or notes of counties, municipalities, school districts and fire districts; general obligation and “subject to appropriation” lease financings; revenue bonds or project notes of utilities authorities, improvement authorities and other conduit financing public facilities, or publicly owned facilities; health and university facility and other 501(c)(3) corporation bonds; and project financings for redevelopment projects. Craig also advises public entities on complex tax issues related to the issuance of tax-exempt debt and related remedial action with the IRS, including representation of issuers in the IRS Voluntary Closing Agreement Program.

Craig represents public and privately-held businesses in developing and structuring alternative energy and redevelopment projects, providing counsel in a broad range of transactional, regulatory and general business matters. He focuses on contract preparation, review and negotiation; regulatory compliance; and mergers and acquisitions transactions. Craig also prepares petitions  and represents clients before the New Jersey Board of Public Utilities regarding solid waste and energy-related issues.

Craig has extensive experience with contracts and agreements of all types, including disclosure documentation, public and private power purchase agreements, indentures, letters of credit, and related transactional documents. He helps clients structure their business relationships and provides strategic counseling to guide them through the complexities to ensure their contracts and agreements provide the necessary framework for success.
